UK Government Sets Sights on Regulating Advanced AI Models

Britain’s newly elected Labour government announced plans to explore effective regulation of artificial intelligence models. However, they stopped short of proposing specific laws.

In a speech on Wednesday, King Charles outlined Prime Minister Keir Starmer’s legislative agenda, marking the beginning of a new parliamentary session. This agenda includes over 35 new bills, addressing a range of issues from housing to cybersecurity measures.

The government aims to establish appropriate legislation to set requirements for those developing the most powerful AI models. The previous Prime Minister, Rishi Sunak, had worked to position Britain as a leader in AI safety. Last November, Sunak organized a summit at Bletchley Park, bringing together world leaders and company executives to discuss AI safety.

Sunak also launched the world’s first AI Safety Institute, focusing on the capabilities of frontier AI models, such as OpenAI’s ChatGPT chatbot. Nathan Benaich, founding partner of AI-focused investment group Air Street Capital, noted that AI labs are relieved the government isn’t rushing into frontier model regulation.

Under Sunak’s leadership, the government avoided targeted AI regulation, instead dividing the responsibility among various regulators. Prime Minister Starmer has pledged to introduce new AI laws but is proceeding cautiously.

Benaich commented, “The UK’s cautious, sector-based approach to AI regulation remains a crucial competitive advantage versus the EU, and any moves to change this regime should only be taken with the utmost caution.”

Some AI experts argue that the rapid rollout of AI tools over the past 18 months highlights the urgent need for new legislation. Gaia Marcus, director of the Ada Lovelace Institute, urged the government to introduce a bill as soon as possible. She emphasized that AI systems are already integrated into daily life, public services, and the economy, bringing both opportunities and risks.
