Deep Finance Capital, a DFSA-regulated asset management firm domiciled in the Dubai International Financial Centre (DIFC), today announced the launch of the UAE Resilience Capital Program (UAE RCP) — a curated, invitation-only platform designed to connect fundamentally sound UAE businesses facing temporary capital stress with qualified international investors.
Operating from Emirates Financial Towers, Deep Finance Capital — which emerged from Rasameel Investment House Ltd. — serves institutional and professional clients globally across real estate, private equity, commodities, and special situations.

UAE RCP operates on a deal-by-deal basis, enabling investors to allocate capital to individual, pre-vetted UAE recovery opportunities with full transparency and without program-level lock-up commitments. The platform has been developed in partnership with 100VP and is aligned with the UAE National Investment Strategy 2031.
Axel Walek, CEO and Board Director of Deep Finance Capital, said: “The UAE is home to hundreds of fundamentally sound companies whose only real constraint is the shape of their capital structure — not the quality of the business behind it. With the UAE Resilience Capital Program we are building a regulated, transparent channel that connects those companies with international capital that recognises the opportunity. It reflects what Deep Finance Capital was built to do: pair a DIFC base and full institutional governance with a deep international network, and put disciplined capital to work where it creates the most value — deal by deal.”

UAE RCP targets five deal categories: distressed real estate, asset-backed businesses (logistics, healthcare, hospitality), cash-flow SMEs, semi-government and PPP structures, and growth-stage companies facing capital-structure pressure.
Sofia Kostiunina, Co-Initiator & Program Managing Director of the UAE Resilience Capital Program, said: “Every opportunity is assessed against strict merit-based criteria before it ever reaches an investor — in practice, only a small share of applicants qualify, and that selectivity is the point. Working alongside 100VP, we structure each transaction as a standalone opportunity, so investors can back individual, pre-vetted UAE businesses on clear terms and at competitive market rates, with full visibility and no program-level lock-up. Our first cycle is deliberately focused, culminating in a private pitch event in the DIFC where qualified investors meet the businesses behind the opportunities.”

The program accepts applications from capital-constrained UAE businesses and registrations from qualified institutional investors. UAE RCP targets approximately five deal closures in its first cycle.
